IRS Updates Qualification Requirements for Tax Credits The Internal Revenue Service released a bulletin this week updating the fenestration qualification requirements for the 2009-2010 tax credits. This notice also covers the manufacturer's compliance information and record keeping responsibilities. Effective June 1, 2009, windows, doors, and skylights must meet a U-factor of 0.30 and an SHGC of 0.30, (the original compliance criterion). Installation costs are not eligible for the tax credit.
The manufacturer must provide the consumer with a compliance statement with the following wording, "the exterior window, skylight, or door has a U-factor and SHGC of 0.30 or below." Additionally, a second statement is required, "Under penalties of perjury, I declare that I have examined this certification statement, and to the best of my knowledge and belief, the facts are true, correct, and complete." The statement must bear the signature of a company official authorized to bind the manufacturer in these matters (officer, executive, or owner).

The Condensation Resistance Factor (CRF) Tool is intended to provide general guidance on suggesting a minimum CRF based on a project-specific set of environmental conditions.
While not an absolute value, the CRF is a rating number obtained under specified test conditions to allow a relative comparison of the condensation performance of the product. It will provide a comparative rating of similar products of the same configuration and permit the determination of the conditions beyond which an objectionable amount of condensation may occur.
The calculations used to determine the CRF rating are based on the procedures outlined in AAMA 1503-09, Voluntary Test Method for Thermal Transmittance and Condensation Resistance of Windows, Doors and Glazed Wall Sections.
